This is a mosque, and a working one rather than a museum. It stands in Kvemo Bolnisi, a village of the Bolnisi district home to an Azerbaijani community: such villages are usual for the southern part of Kvemo Kartli, and the mosque here is part of daily life rather than a monument.
The village should not be confused with the town of Bolnisi, about five kilometres away, still less with the Bolnisi Sioni, the famous church of the same neighbourhood: these are three different places. Kvemo Bolnisi lies south of the town, in the hilly part of the region.
The mosque is open above all for prayer, so plan a visit with respect for the community: shoes are removed at the entrance, clothing should cover shoulders and knees, and women need a headscarf. Prayer times change and the access arrangements are best checked locally; do not photograph inside without permission.
