1. What This Document Covers
Madloba.info is an information directory that collects and publishes information about organisations operating in Georgia. This Policy explains:
- the legal basis on which we publish information about organisations;
- what constitutes open data of a legal entity;
- where we obtain information;
- what rights representatives of organisations have in relation to published information;
- how to submit a request to change, clarify, or dispute data.
This Policy is part of the Madloba.info legal document package and should be read together with the Terms of Use and the Privacy Policy.
2. Legal Basis for Publishing Information About Organisations
2.1. The Principle of Commercial Transparency
Legal entities registered in Georgia operate in a public legal space. The very act of state registration of a commercial organisation means that a certain amount of information about it is public by law.
The key legislative acts establishing this principle:
Georgian Law on Entrepreneurs (საქართველოს კანონი „მეწარმეთა შესახებ") - establishes that state registration of a legal entity and its key information (name, legal form, identification code, location) are entered into the public Register of Entrepreneurs and are freely accessible.
Georgian Law on Freedom of Information (საქართველოს კანონი „ინფორმაციის თავისუფლების შესახებ") - establishes the right of any person to access public information, including information about registered commercial entities.
Article 17 of the Constitution of Georgia - guarantees freedom of speech and freedom to receive and disseminate information. Disseminating accurate information about publicly registered entities is the exercise of this constitutional right.
Georgian Law on Personal Data Protection (2023) - explicitly distinguishes between personal data of natural persons, which is subject to protection, and information about legal entities, which does not constitute personal data within the meaning of this law.
2.2. Legal Status of Madloba.info
Madloba.info is a platform owned by Madloba Info Limited (registration number 2457193, Hong Kong). Madloba Info Limited is the owner of the platform and the operator of users' personal data.
For questions regarding the conclusion of commercial agreements and advertising partnerships in Georgia, please contact the official authorised partner: firma.ge. The partnership is formalised under an advertising cooperation agreement with Madloba Info Limited.
Madloba.info operates as an information aggregator and reference resource - a platform that collects, structures, and publishes publicly available information about commercial organisations. This type of activity is analogous to other business directories, reference services, and mapping platforms (Google Maps, 2GIS, Yell.ge, Yandex Business, and others) that operate on a lawful basis in all jurisdictions following the principles of commercial transparency.
Madloba.info is not a media outlet and does not carry out editorial activities within the meaning of media legislation. The directory publishes structured reference information on entities engaged in public commercial activities.
3. What Constitutes Open Data of a Legal Entity
Open data of a commercial organisation that Madloba.info may publish without the organisation's consent:
Identification data:
- official name of the organisation (full and abbreviated);
- legal form (LLC, sole proprietor, JSC, etc.);
- taxpayer identification code;
- date of state registration.
Location and contact data:
- legal and/or actual address published by the organisation in public sources; business address (office, shop, premises);
- business phone number published by the organisation for client contact;
- email address published by the organisation in open access;
- links to official website and/or public social media pages.
Activity data:
- industry and type of activity;
- description of goods and services publicly offered by the organisation;
- business hours published by the organisation;
- other information the organisation itself discloses in open sources.
What is NOT open data of a legal entity:
Madloba.info does not publish the following without the consent of the natural person concerned:
- personal data of employees who are not public representatives of the organisation;
- personal phone numbers of managers and employees;
- home addresses of natural persons;
- other data directly relating to natural persons and protected by the Personal Data Protection Law of 2023.
If, for any reason, an organization's card contains data of an individual that is not publicly available, such an individual has the right to request its deletion in the manner prescribed by Section 6 of this Policy.
4. Sources of Information
Madloba.info uses the following public sources:
- Georgian Register of Entrepreneurs (napr.gov.ge);
- Google Maps - public data placed by organisations themselves or collected by the platform from open sources;
- Facebook, Instagram and other public pages - information published by the organisation in open access;
- Official websites of organisations;
- Other public directories and catalogues - Yell.ge, 2GIS, Yandex Maps;
- Data provided by the organisation itself - information submitted directly to the Madloba.info editorial team.
Madloba.info does not use restricted sources, does not obtain data through illegal means, and does not publish information that was not previously publicly available.
5. User Reviews
Reviews on Madloba.info are written by directory users - people who have had real experience with the organisation. Reviews are a form of opinion expression and are protected by freedom of speech (Article 17 of the Constitution of Georgia).
Madloba.info is not the author of user reviews and acts as an intermediary platform. We establish rules for the publication of reviews and apply them to all organisations in the directory without exception.
Reviews containing:
- obscene language, insults, or threats;
- deliberately false statements about specific facts that are refuted by documents;
- personal information of individuals;
- content prohibited by Georgian law are subject to removal in accordance with moderation rules.

Evaluative judgements and expressions of personal opinion about the quality of goods or services are not subject to removal, provided they do not violate the moderation rules.
6. Rights of Organisation Representatives
Madloba.info respects the interests of organisations and provides them with the following options.
6.1. Claiming Representation
An official representative of an organisation may declare their status and take the listing under management. After verification of representation:
- the organisation can independently provide current data for the listing;
- the representative can publish official responses to reviews;
- data change requests are processed as a priority.
Important: Madloba.info does not provide a personal account for self-editing profiles. All changes-descriptions, photos, contacts, and responses to reviews-are made by the editorial team upon written request from a representative. This ensures a uniform quality standard for profiles across three languages and protects the organization's data from unauthorized changes.

6.2. Changing and Supplementing Data
If information in a listing is outdated, inaccurate, or incomplete - an organisation representative may at any time submit a request for changes.
The editorial team processes requests in order of receipt and makes changes within 5–7 business days. Requests from verified representatives are processed as a priority.
6.3. Disputing Data
If an organization believes that the posted data is inaccurate or obtained from an unauthorized source, it has the right to submit a reasoned request specifying:
- the specific disputed information;
- the rationale for its inaccuracy;
- documentary evidence (if available).
Madloba.info will review such requests and, if the dispute is justified, will make the appropriate changes.
6.4. Deletion of Personal Data of Natural Persons
If personal data of a natural person (within the meaning of the Personal Data Protection Law of 2023) appears in a listing without that person's consent to public disclosure, such data will be deleted upon request to [email protected].
6.5. What Cannot Be Requested
Madloba.info does not remove organisation listings at the organisation's own request if those listings contain only open data of the legal entity. This is consistent with the practice of all major business directories and mapping services and is based on the principle of commercial transparency.
Similarly, Madloba.info does not remove reviews solely at an organisation's request if the review does not violate moderation rules. This ensures the independence of the directory and user trust.
7. Conflict of Interest: Free and Paid Placement
Madloba.info offers both free basic listing and paid packages with extended features (priority placement, professional design, analytics).
Free listing is the publication of open data about an organisation in a publicly accessible directory. It is the right of directory users and of the organisations themselves. Free listing is not a "problem" that a paid package solves.
Paid packages are additional promotional tools: priority position in category, professional listing design, a dedicated manager, traffic analytics. These tools provide a competitive advantage but are not a condition of presence in the directory.
Madloba.info never uses an organisation's presence in the directory as leverage to sell paid services.
8. Liability and Limitations
Madloba.info takes reasonable steps to ensure the accuracy and currency of information in the directory. However:
- the directory does not guarantee the absolute accuracy of data obtained from external sources;
- Madloba.info is not liable for changes in organisational activity that occurred after the last update of a listing;
- responsibility for the content of user reviews rests with their authors;
Madloba.info bears responsibility only for violations attributable to it as a platform, in accordance with applicable law.
